If tenants would simply pay the rent like they agreed, sites like No Pay Tenants would not be necessary.  But as we all know, there are some tenants who will not pay and it&#039;s good to have helpful sources we landlords can go to for help.</description>

It is very hard to regulate, although many complexes are trying.  

I think that has more to do with the general no smoking movement than with property management.</description>
